Position Summary:
The Controller is responsible for the management and oversight of the system office accounting department including all aspects of accounting, annual reporting, internal control, policies and procedures, cash management, financial systems support, and treasury functions related to the Connecticut State Colleges & Universities’ seventeen universities, colleges, and on-line state college. The Controller develops, implements, and evaluates finance, accounting, auditing, and risk management objectives for the organization and measures the achievement of these objectives against established financial goals. The Controller is a key liaison between the seventeen institutions, auditors, and regulatory agencies.
Example of Job Duties:
Under the direction of the CSCU Chief Financial Officer, the CSCU Controller is responsible for the management and oversight of the system office accounting department through effective performance in these essential duties:
- Oversees all operations of accounting, financial reporting, grant accounting and reporting, community colleges shared accounting services, university accounting services, accounts payable, accounts receivable, check writing and treasury functions, compliance, internal controls, and other related functions.
- Develops and manages consistent system-wide accounting policies and procedures. Provides staff development guidance for all institutions that comprise CSCU relating to accounting policies, procedures, and best practices.
- Responsible for the preparation of the Community College consolidated financial statements, overseeing the financial statement closing process and post-closing process. Oversees and publishes annual reports required by regulations, currently three: (1) universities, (2) colleges, and (3) Charter Oak State College. Works with outside auditors to ensure all aspects of GASB and/or GAAP are met. Aligns all three reports in terms of content and format.
- Contributes to the costing analysis of collective bargaining contract provisions in the determination of projected systemwide financial viability.
- Ensures that College, University, and system office staff are faithfully implementing accounting policies and timely completing the daily, monthly, quarterly, annually, and other procedures.
- Develops and implements financial reporting and control systems and procedures to ensure effective and appropriate tracking, management, and reporting on revenues, expenses, treasury and cash flow matters, assets, liabilities, and property. Develops, implements, and evaluates fiscal policies to ensure appropriate financial oversight of the system. Ensures that fiscal and accounting staff throughout CSCU are properly implementing internal controls and taking remedial action when necessary.
- Keeps current with and provides professional development to staff regarding legislative developments, GASB and GAAP rules, federal regulations pertaining to higher education finance, system and university policies and procedures, and other changes that impact the System’s fiscal and business operations.
- Responsible for preparing and presenting the system-wide financial results and the audits of all seventeen institutions to the Audit Committee of the Board of Regents.
- Responsible for overseeing and maintaining the system-wide standard chart of accounts throughout the system.
- Chairperson of the system-wide Finance Advisory Committee, which consists of four University Controllers, three college Directors of Finance, the Controller of Charter Oak, and System Office Directors of Accounting.
- Oversees reporting to outside agencies such as the DOHE, DAS, OSC and others. Ensures that accurate and consistent data and accounting treatments are applied for all reports.
- Oversees accounting support for System Office Facilities with accounting and tracking assistance.
- Oversees the Finance Systems Support team who provide finance and system support to CT State College campuses. Identifies system enhancements to programs and coordinates with IT on system-wide infrastructure management and periodic upgrades related to bond-funded capital improvements.
- Develops and maintains a system-wide compilation of policies for accounting and purchasing procedures.
- Ensures all external and internal audit requests are responded to promptly, and reviews and approves all responses, ensuring internal controls are secure.
- Coordinates with Director of Budgets and Planning to ensure quarterly cash reporting is aligned with budget and Finance Committee requirements.
- Manages CSCU Foundation bookkeeping, reporting, financial statements, and audit.

Minimum Qualifications:
A CPA, MBA or Master’s degree in Accounting, Finance, or equivalent
Incumbents are required to have demonstrated advanced knowledge and abilities in the following:
- Knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles and GASB.
- Knowledge of automated financial and accounting reporting systems.
- Knowledge of federal and state financial regulations.
- Ability to analyze financial data and prepare financial reports, statements, and projections.
- Experience with management of enterprise financial systems.
- Seven (7) years of experience in a senior-level finance or accounting position.
Candidates must possess proven ability to effectively work with culturally, linguistically, and ethnically diverse faculty, staff, and students. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.).
Preferred Qualifications:
- CPA
- Finance or accounting experience in Higher Education, Governmental or Non-Profit sector
- Experience with external and internal audits conducted under State, Federal, and national frameworks
- Experience with Banner
Starting Salary:
Minimum Salary; $165,083 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits. The salary will be based on the selected candidate’s qualifications such as education and job-related experience, and internal equity.
