General Purpose: The Accounting Manager, Head Start Programs provides financial accounting, technical, and management support for all Head Start programsand serves as a specialized Head Start resource for all Police Athletic League staff, committees, and the regional Head Start funding office. Exemplary experience as a direct grantee with Head Start along with experience with all reporting is required to ensure adherence with best practices and Head Start Performance Standards. Experienced supervisory skills are required to supervisor the Fiscal Officer, Head Start Programs. The Accounting Manager, Head Start Programs, with assistance from the Fiscal Officer, will assist and support the Director of Child Care and key Child Care staff in addition to provide all required information to successfully manage their department.

Essential Functions:

  1. Supervises Head Start Fiscal Officer to ensure all fiscal procedures are adhered to and all record keeping, and financial reports are completed accurately and submitted to all governing entities in a timely manner.
  2. Ensures the accurate and consistent recording and reporting of financial data and ensure all costs incurred are allowable.
  3. Assists in developing multiple annual budgets and financial statements in accordance with the policy requirements of the various governing agencies.
  4. Reports monthly on expenditures, by line item, comparing financial performance of operations with operating budgets, plans and standards.
  5. Oversees the timely preparation and approval of budget modifications.
  6. Responsible for all in-kind accounting and reporting and ensuring Head Start non-federal share requirements are met.
  7. Directs the development and implementation of strong internal controls through continuously updating policies and procedures to ensure adherence to best practices and Head Start Performance Standards.
  8. Ensures the proper maintenance of control systems to safeguard program assets and to effectively monitor operations.
  9. Integral in the preparation and execution of all financial and compliance audits including working with auditors to ensure a smooth and successful audit process and results.
  10. Perform and/or supervise balance sheet account reconciliations and analysis, along with preparing and/or approving any required adjusting journal entries.
  11. Ensure all staff compensation requirements met and are up to date.
  12. Identifies and accounts for revenue sources and funding streams.
  13. Reports significant trends and variations and contributes toward the formulation of future policies and strategies.
  14. Back up the Fiscal Officer, Head Start Programs when needed.
  15. Perform other duties as required.

Duties and Responsibilities:

  • Maintain a thorough understanding of the financial rules and reporting requirements for HS/EHS.
  • Prepare, monitor and implement the cost allocation plan in addition to updating throughout the year as necessary.
  • Prepare and submit all required financial reports to the Office of Head Start and Region 2, including budget modifications and waivers, as needed.
  • Coordinate and report in Payment Management System, Head Start Enterprise System and Grant Solutions.
  • Provide fiscal training to Governing Board, Policy Council and Head Start staff and all staff, as needed.
  • Maintain inventories and related records of all assets that reconcile to financial statements.
  • Provides technical assistance to Head Start staff, including administrators, management, and Center Directors in the areas of financial and budget analysis.
  • Review and monitor Head Start cash flow and ensure all cash in-flows and out-flows are in accordance with Head Start requirements.
  • Reviews financial aspects of long-term contracts and awards.
  • Commit to continued training and education as an integral part of Head Start requirements.

Qualifications:

  • Certified Public Accountant, or at a minimum a Bachelor degree in Accounting.
  • Minimum of five years’ experience in Head Start programs in which two years as a direct Head Start grant recipient.
  • Working knowledge and proven implementation of audit and accounting requirements under OMB Super Circular for Federal Awards and authoritative accounting standards.
  • Proven ability to implement and adhere to policy and procedures in accordance with Head Start Performance Standards.
  • Strong computer skills and proficiency in accounting software including Blackbaud Financial Edge and Blackbaud NXT and Microsoft Excel and Word.
  • Experience reporting in the Payment Management System and Grant Solutions.
  • Excellent interpersonal, oral and written communication skills.
  • Ability to use of problem-solving techniques for identifying problems, researching and determining the most appropriate course of action for their resolution.
  • Ability to work under tight deadlines.

Salary: $85.000-$89,000 Annually
