Assists the Director of Finance in directing and coordinating operations of the Finance Department to include Budget, Accounting, more specifically, CIP, fixed assets and grants. Responsible for assisting staff with directing and supervising, planning, training, policy and procedures development, leadership and providing support. Researches and formulates long-range goals for the organization; strategic planning and policy development. Reviews citywide internal controls and makes recommendations for improvements. Interacts with all departments and the general public to discuss and address issues, concerns and process improvement. Responsible for strategic planning, performance improvement, and career development. Attends meetings and other functions; makes presentations; and assumes the duties of the Director as needed.
Duties
- Assists the Finance Director in managing all financial activities of the City including operating and capital budget preparation, CIP, fixed assets, grants, financial planning and reporting. Also assists with Accounting, Purchasing, Utility Billing and Warehouse as needed.
- Provides leadership/management to all Finance Department staff. Reviews, monitors and evaluates employee performance, process improvement and internal controls.
- Provides highly responsible and complex administrative support to the Finance Director, City Management, and City Council by supervising and reviewing financial reports directly related to the operational budget and component units.
- Evaluates, reviews, and develops departmental policies, procedures, organization, and finance-related issues as assigned.
- Performs duties of the Finance Director in his/her absence. Attends meetings and makes presentations. Develops and reviews proposals and reports. Represents the City before citizens and elected officials on financial and administrative matters of the City.
- Performs personnel related duties including hiring, training, coaching, performance evaluations, and discipline.
- Performs all other related duties as assigned.
Minimum Qualifications
REQUIRED:
- Bachelor’s Degree from an accredited college or institution in Accounting, or a related field.
- Seven years of professional level experience in Finance or Accounting.
- Demonstrated progressive management and supervisory experience.
- Valid driver’s license with an acceptable driving record (must obtain TX driver’s license within 90 days).
OR
- An equivalent combination of education, experience, certification and/or licenses sufficient to successfully perform the essential functions of the job.
PREFERRED:
- Master’s Degree from an accredited college or institution in Business Administration, Public Administration, or Accounting.
- Experience in Public Funds Investment Act, Arbitrage regulations, governmental budgeting, GASB rules and regulations, government financial reporting, and Government Purchasing Code.
Knowledge, Skills and Abilities
Knowledge of principles and methods of finance and administration, as well as utility billing, budgeting and purchasing. Provides Strategic planning, process improvement, internal controls and performance enhancement. Ability to lead, manage, coach, train and mentor staff. Ability to develop and implement policies and procedures; communicate clearly and concisely, both orally and in writing; prepare complex financial statements, reports, and analyses; analyze situations and adopt effective courses of action; select, supervise, and evaluate professional, technical and clerical staff. Ability to collaborate effectively with City departments, executive staff, and the public.
Attendance is an essential function of this position. The City reserves the right to require an employee in this position to work more than 40 hours a week. This position provides services or performs duties for the benefit of the general public during emergency situations. These may include services or duties different from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbent in this position may be required to remain to perform needed services.
