Main Purpose of Job
The Director of the Division of Early Childhood, Financial Management reports to the Assistant State Superintendent of the Division of Early Childhood. This position is responsible for providing leadership and support, for programmatic, fiscal, and budgetary accountability and technical assistance in the area of grant development, procurement, and contract administration. The Director leads the team to produce effective and desired outcomes including oversight management of State and federal allocations for the Child Care Development Fund (CCDF), Head Start and/or Early Head Start Grant, Preschool Development Grants Birth through Five, competitive and non-competitive grants, and State funds.
Specifically, the Director of the Division Early Childhood Financial Management will ensure the execution of and the full life cycle of all fiscal and programmatic compliance with the Code of Maryland Regulations (COMAR) the Education Department General Administrative Regulations (EDGAR), the U.S. Department of Health and Human Services’ Child Care Development Block Grant (CCDBG) and Head Start Grant, and Office of Management and Budget (OMB) Circular A-133 Compliance Supplement Land the Single Audit Act Amendment of 1996.
The Director of the Division of Early Childhood Financial Management accomplishes this work providing general supervision and oversight of a program manager, staff specialist and grant specialists in their fiscal and programmatic support and technical assistance to Local School Systems (LSSs), public agencies (PAs), non-profit and for-profit entities, Non-Local School System Agencies (Non-LSSs), and Institutions of Higher Education (IHEs) in the administration of grants, in order to assure implementation of cost principles and administrative and audit requirements that support public agency efforts to improve outcomes for young children and families. The position also supervises the Contracts and Memorandums of Understanding (MOU)/Interagency Agreements (IA).
POSITION DUTIES
Provides Leadership, Fiscal Accountability and oversight of State and federal allocations and budgets, Notice of Grant Awards (NOGAs), amendments, progress reports, financial reports, sub-recipient monitoring, technical assistance and support to grant specialists, programmatic specialists, LSSs, LITPs, PAs Non-LSSs, non-profit and for-profit entities, and IHEs to evaluate program effectiveness, determine program needs, and recommend plans for advancing program objectives in a timely manner.
- Leads and coordinates efforts with DBS on procurements and monitoring drawdowns of federal grants to ensure compliance.
- Manages and leads program staff to ensure thorough program administration and excellent customer services engagement with internal and external stakeholders.
- Recommends strategy regarding fiscal and programmatic components of programs to Division leadership.
- Establishes and maintains current, standard operating procedures for branch and responds to inquiries regarding the program fiscal components.
- Assists program staff with program administration, application design, application rubric design, review and scoring of submitted applications, and analyzing policies and procedures related to grant funding for the implementation of services for students with disabilities in accordance with federal and State regulations, audit requirements, legislation, and amendments.
- Establishes and maintain service-level based customer service operations and Ensures MSDE maintains responsiveness and timely turnaround time to local education agencies and other grant recipients for all programs.
- Manages grant specialists’ accountability for the provision of fiscal technical assistance in grant development; grant assessment, evaluation and progress reports and collaborates with programmatic specialists in demonstrating fiscal and programmatic accountability and compliance in the use of State and federal funds.
- Participates as an active member of intra-divisional and interdivisional teams, committees and task forces and collaborates with the Office of Child Care and other Division Directors with the development of programmatic and fiscal information. aligned with MSDE activities and initiatives, and national trends related to young children and their families to improve results.
- Supervises the implementation of sub-recipient monitoring of LSSs, PAs, Non-LSSs, non-profit and for-profit entities, and IHEs consistent with COMAR, IDEA, NCLB, EDGAR, CCDBG, Head Start, applicable OMB Circulars, and the Single Audit Act Amendments of 1996.
MINIMUM QUALIFICATIONS
EDUCATION: Bachelor’s degree from an accredited four-year college or university.
EXPERIENCE: Five (5) years of professional experience in administering, coordinating, and/or managing programs or services in nonprofit, education, or related fields, including two years of experience supervising staff.

- Candidates may substitute the possession of a Master’s degree or the equivalent of 36 credit hours of post-baccalaureate course work in Education, Organizational Development, Nonprofit, Business, or related fields for two years of the required experience directly related to the position.

A documented track record of performance and successful implementation across multiple concurrent projects.
