We have a career opportunity for a Manager Process Control and Compliance to join our team!
Incumbent reports to the Director of Wastewater Plant Operations and collaborates with the Manager Wastewater Operations, Manager Wastewater Maintenance, Wastewater Collections department, and Environmental Stewardship department. Responsible for management of the Solids Handling Facility, Septage Receiving Station, Lift Station 507, and Eagle Creek Dam. Manages a staff of approximately 11 non-bargaining employees and 22 bargaining employees. Ensures all wastewater treatment processes comply with local, state, and federal regulations. Implements and monitors process control systems needed to achieve consistent and efficient wastewater treatment. Manages the generation, review, and timely submittal of compliance reporting for the NPDES and Title V permits. Identifies and implements continuous improvement activities to enhance efficiency, reduce costs, and improve treatment outcomes. Must be available for 24-hour response to coordinate and manage operational emergencies including, but not limited to, spill response, flood control, and other environmental incidents. Position may back up for Manager Wastewater Operations or Operations Supervisor as needed.

Minimum Salary: $102,800 (Grade 12)
Responsibilities:
- Oversees and provides daily operational direction for staff. Makes recommendations related to wastewater treatment process control at the wastewater treatment plants, Lift Station 507, Septage Receiving Station, and Eagle Creek Dam (as per DPW agreement). Conducts field evaluations and makes O&M recommendations to achieve regulatory compliance. Ensures a safe work environment for all operations employees, co-workers, and sub-contractors.
- Analyzes wastewater liquids, solids, and septic receiving data to identify root causes of process upsets or interferences. Implements statistical process controls to improve overall wastewater and incineration processes to the extent practical. Facilitates continuous improvement activities to enhance these processes and meet departmental goals.
- Responsible for training and maintaining current and future staff in all areas of oversight (bargaining and non-bargaining). Coordinates regular review and revision of departmental training materials and exercises.
- Acts as the primary contact for regulatory agencies and stakeholder groups as needed. Ensure communication is made in accordance with the Eagle Creek Dam SOP, IEAP, and Flood Control Plan administered by the Department of Public Works.
- Authors technical reports and/or presentations relating to process performance and optimizations.
- Reviews and critiques capital and expense project planning, design efforts and documentation.
Qualifications:
- Bachelors degree in Environmental Science, Civil Engineering, Chemical Engineering, or related field.
- Minimum 3 years of working experience in wastewater treatment operations, with experience in a supervisory or managerial role.
- Ability to apply statistical process control methodologies to wastewater treatment processes.
- Strong technical mathematics and statistics background.
- Ability to utilize statistical and process control software, analyze and interpret wastewater and incinerations process data.
- Ability to author and present in technical forums.
- Comprehensive and thorough knowledge of all operations and maintenance principals, wastewater treatment processes, bio-solids processing and incineration, air emissions control systems and standards, wastewater disinfection methods, laboratory testing methods for natural gas fired incinerations and wastewater treatment.
- Requires excellent reading, math, written and verbal communication skills with the ability to carry out verbal and written instructions including ability to read mechanical and electrical drawings.
- Experience with interpreting and writing documents such as safety, operating, maintenance and SOPs (Standard Operating Procedures) for training proposes.
- Must have and maintain a valid Indiana drivers license.
Preferred Skills/Qualifications
- Masters Degree in Civil or Chemical Engineering and/or registered as a Professional Engineer.
- Class IV Indiana wastewater plant operators license.
- Proficient with HACHWims, BioWin, InFor, GIS, SCADA, and Stack Vision.
- Experience and skill using Oracle EBS
